Bruce would never sign the Sokovia agreements and it's not even close lol, Bruce literally spent the whole first film (the one from 2008) AGAINST the government and above all against Ross, we even see it in the 2012 Avengers film which was still hidden by the government , Bruce obviously regrets what causes the hulk and would look for a way to control it but that way wouldn't be the Sokovia agreement there's no chance in the world that Bruce would get controlled by the government

Bruce would 100% be team iron man. He’s been so openly against using the hulk and just going anywhere. With the first sign of the hulk in a decade, Bruce hid himself miles under the earth. He would definitely be perfectly fine with being told when and when not to step in😭

Bruce is the MOST likely to be on tonys side. he is constantly sulking about how dangerous and lethal and uncontrollable the hulk is so of course he'd want to regulate it, he does it himself. if he did turn into the hulk then there's no way he would accept being contained but bruce is THE guy to side with tony
