Trouble is that immigration is a poor substitute for people being born in the country as unless the immigrants are young many may already have had children and/or not want children as they are too old.

you re almost right but you re making a huge mistake... to have the right to work anywhere else in europe you need to spend at least 5 years in spain until you get the permanent residency...the Spanish government is not stupid..i agree with you most of them will leave spain after that because the salary is too low.. but after 5 fucking years...

Wrong argument about effect on Europe. Regularisation in Spain does not allow those immigrants to move anywhere in Europe. They can visit anywhere as tourists, but cannot work anywhere else except in Spain.

One way would be to allow freedom of movement and unquestioned residencia to older people who will then bring their pensions, from other countries into the Spanish economy. Brexit killed that but they could reverse some of that to garner greater foreign cash into the country.
