look at most of the countries that left, most of them are not superpowers of the world, the biggest probably being Spain, Brazil or other countries around that level. I believe none of them have nuclear armament which is very important for negotiation in international diplomacy, I agree a lot with you but I also believe that you are projecting expectations, the countries that *can* do something, didn't even left
