In every other sport, in the world, when the winner has been found to cheat they have been stripped of the title and the next person/team we're given the title they should have won. and should happen here.

When it happened in Italy with Juventus, they literally handed it to the 3rd place team, because they also sanctioned the 2nd place team. They also left a title without a winner. So there is a precedent in a league for both options. Marseille in 92, has the title stripped and PSG declined it. So a title can be left vacant, given to the runner up or the runner up can decline and leave it vacant. All the options are available. The only thing that must happen is the title be taken away.
