No,it’s basically just a team of people(that aren’t affiliated with Hoyo in anyway-I think they’re actually based in the west?)that devote their time to calculating the meta relevance of the playable cast through data from data testers’ runs of endgame content with every character’s bis team(for dps,it’s the team that enables them to deal the most dmg and for supports,it’s the team their buffs and utility are most potent)-the list is pretty accurate tho so it’s not really that bad
