at the end of the video that district attorney is either lying doesn't know their job or that person on the phone with the cop is lying about what the attorney is saying.

Because these citizens are activists. The US Supreme Court has held that taxpayers who fund government buildings have no authority over the building or property. How could you not know that?

Some public employees need to hear this:
You are at work.
You are exercising authority on behalf of the public. Being watched, questioned, or recorded is not a personal attack.
The hubris of “How dare you film me?” is exactly why transparency matters.
If the auditor acts like a clown, the camera will prove it.
If you lose your temper, invent authority, retaliate, or embarrass yourself because somebody pointed a camera at you, the camera will prove that too.
If transparency is truly unbearable, there are plenty of jobs outside public service.
Otherwise:
Calm down, act professionally, and do the job the public is paying you to do.
Look it up: Glik v. Cunniffe • Fordyce v. City of Seattle • Smith v. City of Cumming • Irizarry v. Yehia • Fields v. Philadelphia
