As a Bounty Hunter, the only few powers they have are restricted to people on the run. Having said that, point 1, if the land is not the fleeing person, they enter only with the permission of the owner. Point 2, they can and should do a body search, but only to the fleeing person. You cannot search or detain other people. I feel that bounty hunters often act as if they are cops and as if they had all the rights and authority of a cop, but it's nothing like that!
