Yā ʿAlī Madad" (يا علي مدد) means "O Ali, help (me)," or more fully, "O Ali, by Allah's permission, help me." It is understood as a form of tawassul (seeking a means of nearness to Allah through one of His beloved servants), not as worship of Imam Ali (عليه السلام).
