You can read the book "The Goal" and learn about the theory of constraints. It was very popular in the 90s not sure if it is still recommended reading.

I appreciate the idea, but strictly speaking, that is not a bottleneck like in the model. Improvements in cardio still had additional gains, she just found another area where the marginal gains from training were larger per unit of training.
