I was thinking you didn’t even get the ground round you gave them… I think you got something already pre-packaged. Maybe they did grind it, but didn’t give it all you. 🤔

I think he put the roast back that you handed him. He never ground it and gave you a package of ground round that was prepackaged. I would ask to speak to the manager of the meat department and make him aware of this.

I'd report this to your state - whichever department handles weights and measures. Here it's the Dept. of Agriculture. This is something states generally take very seriously.
