Nigeria has called for at least two permanent seats for Africa, arguing that the continent should have veto power for as long as the existing permanent members retain theirs. The Security Council’s five permanent members—the United States, China, Russia, France and the United Kingdom—reflect the international order established after World War II. More than eight decades later, no African country has permanent membership. Changing that structure, however, would require reform of the UN Charter and ultimately the support of the existing permanent powers.
