I’ve had one experience with NCIS and their investigation was so extremely biased and incomplete that the report would’ve been deemed incompetent by the Military Rules of Evidence and they still tried to use it to charge me an Article 134 and ADSEP me, and if I hadn’t gotten a lawyer they might’ve gotten away with it.

Probably a tribunal. Whatever they call it, generally all military personnel are tried by their own jurisdiction as in the old JAG or NCIS tv examples
