you have used a OIL based MDF primer and a waterbased topcoat.. you will need an oilbased top coat now

So waterbase top coat sticks to oil based primer . We use oil based primer every single day with a waterbase top coat so this is 100% not your issue. Now waterbase top coat does not stick to oil base topcoat obviously. The reaction you are having is called fish eye and generally comes from grease and oils or silicone . I would clean the area with a degreaser lightly scuff sand it and use pro block oil based primer every primer or bin shellac then go over it with my waterbase top coat. I have actually seen this happen to the first coat and then when you go over it with the second coat it covers fine without degreasing or re-priming.

Throw bonding primer on it. Helps any paint stick to anything. It can go over oil base paint without you needing to sand and then you’ll be ready for the water based paint

What did you prime it with? Use 2 coats of Zinsser Bin (it goes on and dries quickly) and then paint. Trust me, from one DIY gal to another 😊!

slight sand down with 120 grit sand paper to form a key then test apply. if still an issue over paint with a quality water based undercoat. After that a fine sand down before apply next coat to give the surface a key. what paint was the top coat? brand?

You can apply a latex acrylic paint overtop oil primer… it’s when their is oil paint on the walls you have issues. What brand primer was used?

if thats oil primer leave it for 2 days to gas off then paint it with the waterbase. should be fine.

Normally oil based primers are okay with water based top coatings but not all of them. Sorry this happened
