In 581, Emperor Wen Yang Jian established the Sui Dynasty. He first stabilized the northern Turkic border, and in 587 conquered the Western Liang under Xiao Cong, opening up the Jiangling–Hankou corridor. He then had large warships built at Yong'an and dispatched He Ruobi and Han Qinhu to station at Guangling and Lujiang respectively, using troop rotations as feints for crossings, spreading proclamations, and other means to exhaust the Chen forces. Chen's last emperor, Chen Shubao, indulged in wine and women, allowed military preparedness to decay, and was deceived by sycophantic ministers like Shi Wenqing in the court. In October 588, the Sui established the Huainan Circuit Branch Secretariat, with Prince Jin Yang Guang as supreme commander and Gao Jiong as chief of the marshal's staff, commanding eight armies southward. On the upper reaches, Yang Su led a naval force out of the Three Gorges, while Yang Jun advanced from Xiangyang to block Hankou, severing the Chen army's east–west communications. On the lower reaches, He Ruobi crossed the Yangtze from Guangling to take Jingkou, and Han Qinhu made a night crossing from Hengjiang to capture Caishi, both converging on the Chen capital, Jiankang. In the first month of 589, the Sui forces besieged Jiankang and routed the Chen army's 20-li-long formation at Baitu Hill. Qimin Khan of the Eastern Turks submitted and became a vassal to the Sui. 2. Goguryeo. Emperor Yang launched three campaigns against Goguryeo (612–614 CE). In the first, the Sui army crossed the Liao River and besieged Liaodong City, but suffered a disastrous defeat at the Salsu River. The second campaign was cut short due to the rebellion of Yang Xuangan. In the third, Goguryeo offered to surrender, but by then the Sui state had exhausted its manpower, and uprisings were spreading across the country, leaving no time to follow up on the matter. 3. Tuyuhun. During Emperor Wen's reign, Shi Wansui led a western expedition. Emperor Yang later sent troops to break the Tuyuhun, establishing four commanderies – Xihai, Heyuan, and others – thereby bringing the Qinghai region and the overland routes to the Western Regions under Sui control. 4. The south and overseas. In the first year of the Daye era (605 CE), Liu Fang campaigned against Linyi (in present‑day southern Vietnam). He set out from the Jiao and Huan prefectures, broke through the Linyi elephant corps, occupied its capital, and captured the golden statues of the Linyi ancestral temples.
