Well, technically, you’re incorrect because when you begin development regardless of it being the primary development or full development in your case, it’s still begun right after GTA five was released. It probably had development hell for a couple years because of Covid and likely did not have the full Team until after red dead 2 was done. The story was likely in development long before GTA five was even done and you can see this because in the campaign they do mention Bonnie and Clyde.

what probably happened was that 95% of Rockstar employees were working on rdr2 while the other 5% were working on gta 6 and story boarding ideas until rdr2 released

It was just story boarding and ideas and writing till rdr2 was finished. Reportedly multiple ideas started running with then getting scrapped before they landed on the Bonny and Clyde story. Also every studio was working together on RDR2 so nobody could have been working on anything else except for a small crew on gta online like they have been since the contract DLC
