it's the cyclist fault. he was riding in the middle of the dotted yellow line. he is a vehicle, he must obey the laws of the road like every other vehicle. you can't just ride in the middle of the road. and if he wasn't in the middle of the road prior to what we saw, then that means you probably was in the left hand lane and he moved over right and collided with the bike. you can absolutely pass somebody on a double lane City road. highway you're not supposed to but in inside a city yes you can

Cyclists needs to signal. As simple as that, this is why I think we need to ban bicycles on roadways or require a licence to bike on the road.
