BUT IT'S NOT ONLY THAT, Hizuru actively blocked Eldia from building diplomatic relations and trade lines with other countries, in fear of losing their monopoly. By keeping Paradis globally isolated, Hizuru forced the Eldians into a single survival option, Zeke's 50-year plan or a Partial Rumbling, which required using Historia and her descendants as breeding livestock to inherit and pass on Titan power, children eating their parents, mirroring Marley's dehumanization of Eldians, continuing to play into the narrative of Eldians being nothing more than weapons, devils.
