I wonder if Istaroth would only give subtle warnings because telling the future to others or any event that must be forgotten would have her authority stripped away. I also heard that Istaroth would change the timelines if she's bored. Without overstepping her authority, she would probably do the tiniest thing (snowball effect) that would change history that the HP wouldn't have noticed.

Istaroth can absolutely see the future. In the lore, she is explicitly defined as the Shade of Time (known by titles like the Master of Time and the God of Moments). Lore texts explicitly record that she is capable of "taking seeds from this moment into the past and future."In the context of the Version 7.1 storyline, Istaroth actually did try to warn them, but her actions were heavily restricted by the precise nature of her powers, the arrogance of the other Shades, and her underlying motivations.

I think she can but once she knows what is going to happen she can't choose to interfere, maybe some kind of restrictions like Ronova get, which is probably why we haven't seen her in the story yet
