Llamas was referring to the impeachment court’s decision to count only senator-judges who are legally and factually capable of participating in the proceedings when determining the two-thirds threshold. The court voted 13-1 on September 23 to overturn the earlier ruling that required 16 votes based on the full 24-member Senate.
