My thought is Oogie Boogie is the boogie man and the original king of the holiday. Jack is the representation of the commercialization of Halloween.

I always thought that Jack and the rest of Halloween town represented the fun, good-natured side of Halloween, while Oogie Boogie was the mischief and troublemaking side. Lock, Stock, and Barrel serve them both because they're trick-or-treaters, so they reap the benefits of Halloweentown while also enjoying the troublemaking.

Oogie Boogie almost sounds like Oingo Boingo . . . Boogie music was the name of Disco Dancing in the 70’s. Danny Elfman has a song called “Insects” from “Nothing To Fear” (1983). The song is a Disco dance stomping Insects. Oogie Boogie is made of Insects. Halloween-Truth.

Theory. Oogie boogie is the boogeyman and terrorizes children year round, making him Halloween adjacent but not part of Halloween exactly. Lock Shock and Barrel are loyal to jack because they are trick or treaters, but loyal to oogie because they are children. Maybe jack and Oogie clash on politics. Jack wants to build for one big day a year and Oogie wants to terrorize children every day

So in the maybe-canon-maybe-not prequel game The Nightmare Before Christmas: The Pumpkin King, released in 2005, it’s explained that Oogie-Boogie was a "former holiday king" of a long-forgotten holiday called “Bug Day”, celebrated in August. He along his bugs invaded Halloween Town and tried to replace Halloween with a new version of his old holiday. Fortunately, Jack stopped and exiled him to his underground lair. This explains why he feels “off” and more mean-spirited, in contrast with the Halloween Town characters, and also his relation with Jack. Again, all this is dubiously canon and obviously a later idea not made by the creators of the movie.

maybe Halloween Town is some kind of feudal society. so like Jack is King, and oogie boogie, is some kind of Baron. so he would have his own lands and realm, but he would owe allegiance to Jack. so maybe boogie's job, is to maintain his realm and and occasionally protect the realm of Halloween?

the way I always looked at it was oogie boogie was the nightmares that kids had throughout the year to set them up for Halloween where they could portray what scared them throughout the year so that Halloween could always exist

Oogie boogie was jacks best friend growing up until the old pumpkin king held a contest for the next pumpkin king which he planned on using the winner to pretty much groom into a new version of himself to continue his rule from the shadows and through out the entire contest the old pumpkin king got in boogies head and kept trying to help him cheat to win but boogie kept fucking them up and losing to jack so the pk just gave up on him when jack won and became the new pk … so pretty much he’s just a dude who got turned bitter against his best friend and since he couldn’t be the king he chose to stay in the old kings lair which is where he got his kick ass gambling base from
