Hilariously, witch bolt is the only continuous lightning spell in 5e (unless thats changed) so using fire magic which is known for creating extended heat would be a more efficient use of magic

You lose a lot of energy as heat and friction by burning coals to make steam that turns the turbine. Just turn the turbine directly with magic either with water or directly with earth magic or something

sustained straight electricity from a lightning spell would require a huge amount of infrastructure to step down the voltage and retain it in batteries to enable consistent current. you're swimming upstream of the physics of electricity the whole way. steam power, on the other hand, is tricking water into doing the work for you through the way liquid water acts when it transitions into a gas, so you're swimming downstream
