@thecaseroom.daily: Does this look like an ordinary video of a girl walking into Target? Look again. Pay attention to the man following her. On June 2, 2007, 18-year-old Kelsey Smith walked into a Target in Overland Park, Kansas, to buy an anniversary gift for her boyfriend. It was supposed to be a quick shopping trip. Her family had no idea they were about to see her for the last time. What Kelsey didn't know was that a complete stranger had entered the store shortly after her. His name was Edwin Roy Hall, a 26-year-old married father. Surveillance cameras captured him following Kelsey through the store as she shopped, completely unaware that she was being watched. After purchasing her gift, Kelsey walked back to her car. Within seconds, Hall approached her, forced her into her own vehicle and drove away. The entire abduction was captured on surveillance footage. Hours later, Kelsey's family discovered her car abandoned in a nearby Macy's parking lot. Her purse and the gifts she had just purchased were still inside, but Kelsey was gone. For the next four days, her family desperately searched for her. Investigators had surveillance footage of the abduction, but they were struggling to obtain the location data from her cell phone. When they finally received the information, it led them to a wooded area near Longview Lake, Missouri, where Kelsey's body was discovered on June 6. That same day, Edwin Roy Hall was arrested after a tip helped investigators identify him. He later pleaded guilty to Kelsey's kidnapping, sexual assault and murder. In 2008, he was sentenced to life in prison without the possibility of parole. But Kelsey's story didn't end there. Her parents fought to change the laws surrounding emergency access to cell phone location data. Their efforts led to the Kelsey Smith Act, first enacted in Kansas in 2009, with similar legislation subsequently adopted in numerous other states. One of the most unsettling parts of this case is watching the surveillance footage knowing what Kelsey couldn't have known at the time. She was simply an 18-year-old girl running an ordinary errand, with no idea that the stranger following her would take her life. Her family has spent the years since her murder fighting to make sure other families don't have to wait days for potentially life-saving information. Kelsey Smith was only 18 years old. #abduction #TrueCrime #murder #surveillance #caughtoncamera
