Ich hab dich lieb is not distinctly non-romantic. Ich liebe dich is distinctly romantic. There's a difference. You can say "(Ich) hab dich lieb" to your partner, that would just be seen as a less formal or less serious way of expressing your love

There's actually another step between "Ich hab dich lieb." and "Ich liebe dich.", which is "Ich lieb dich." Dropping the e at the end of liebe takes off weight.
