Yes and no, sinestro was given a yellow ring by the qward which originally just manifested the “yellow energy”. Wasn’t fear-based until about 30 years in publication later when the central power battery was destroyed

I do not think he’s there to forge the yellow ring because he was trying to get off the planet if he was there to forge a ring, he wouldn’t need to try to escape but I do think that the yellow ring will be created there. I think Hal’s ring will be corrupted by the fear and turn into a yellow ring.
