Chelsea did exactly what City did it's just that FFP didn't exist when they did it, FFP existed to keep the status quo of big clubs being able to outspend the smaller ones without the fear of rich owners coming in and spending money and taking a smaller club and upsetting the apple cart. but on the other hand you have to obey the rules of a competition even if they suck

If Arsenal had done what City have done I’d be fuming, but the City fans are defending them, it makes no sense, the city board have screwed them over it’s very likely they’ll go down & will be massively hit financially. There’s no respect for them they are hated by every club.
