Tulfo made the remarks following prosecution witness Police Major Joericson Sangalang’s testimony on the various firearms owned by Duterte and her spouse, Atty. Mans Carpio, allegedly worth ₱7 million. “Hindi ko alam ha na pwede pala mag-own as many firearms as you can. Ang isang tao, pwede nang mag-tayo ng private army. Pwede nang mag-tayo ng isang army na lalabanan ang gobyerno. Pwede pala ang one to sawa, up to 50, 60, 70, 100. You’re allowed to do that pala. I didn’t know that. I thought may certain limits that you can own,” he said. Sangalang is currently the chief of the records section at the Firearms and Explosive office (FEO) of the Philippine National Police (PNP). The police officer’s appearance is part of the prosecution’s presentation on Article II of the Articles of Impeachment. The article centers on Duterte’s alleged unexplained wealth, failure to fully and truthfully disclose assets and liabilities in her Statement of Assets, Liabilities, and Net Worth (SALN), and non-declaration of bank accounts and foreign currency deposits.
