i would tell a trusted family member and get support in confronting them both. the fact that she is already making excuses for them, doesnt want to "make a scene", and kind of denying it tells she has low self esteem. She needs someone who will stand up for her during the confrontation

leave a cam/recorder going on phone & find reasons to leave them alone for 5-10 min at a time, like using the restroom or going to help the cousin w/something; make sure to set it up that they are intentionally not w/other fam..with earphones in, check ur footage. if u have proof, fwd them the proof once the fam thing is over & send no other words. Let them dig their own way out from there..
