I'm going to explain what it means to be the weakest hashira since people clearly can't understand. Being a hashira means you're in the strongest ranking which Shinobu is, expect she's the weakest one. This does not make her weak in general she's still very strong in intelligence, skills and techniques. The only reason she's the weakest hashira is because of her lack of strength not being able to cut off a demon's head. There's a difference between weakest hashira and the weakest (in the whole corps)
