Herbert Mabonga Matanda has released a lengthy statement titled “State of Nation Address on Governance, Security-Intelligence, Corruption and Human Rights in General,” dated September 30, 2026. In the statement, Mabonga says he has stopped serving in the UPDF after losing confidence in the government and military leadership. He raises concerns about Uganda’s governance, the 40-year rule of President Yoweri Museveni, the political succession involving Gen. Muhoozi Kainerugaba, the Patriotic League of Uganda (PLU), corruption and human rights. Mabonga also describes what he says are secret security operations involving abductions, torture and detention in safe houses. Among the people he names in connection with these operations are Sam Mugumya, Dr. Sarah Bireete, Hon. Dr. Miria Matembe, Counsel Gideon Tugume, Lord Mayor Emeritus Erias Lukwago, Hon. Muhammad Muwanga Kivumbi, Hon. Lina Zedriga Waru, Fr. Ssekabira Deus and Christopher Godi. He also discusses cases involving Rwandan nationals Kayitare Fred, also referred to as Kamaliza, and Magezi Emmanuel, as well as Kenyan nationals Njagi Bob and Oyoo Nicholas. He also mentions Kenyan lawyer Martha Karua in relation to security and detention concerns. Mabonga further criticises the judiciary and some religious and cultural leaders, accusing them of failing to speak out on what he describes as abuses. He says he has personally faced threats and assassination attempts and was forced to leave his home for his safety. The former intelligence officer calls for a peaceful and constitutional transfer of power and urges Ugandans to remain focused on the country's future.
