Bush used the word Crusade and the Muslims were thinking about the Christian Crusades against the Muslims back in the day and that were defended him, but she eventually stopped using that word. The other word was nation building it offended the Afghan cause Bush said we weren't gonna nation build, and they remember when the US helped them defeat the Soviets and just left afterwards and their country was in rubble. They wanted nation building bush said speech to Congress that he wouldn't do it he later retracted that and started nation building very lightly.
