Your rate limiter says 100 requests per minute. A user just sent 200 in two seconds — and broke no rules. That's the fixed window counter. It resets on the clock, so anyone who sends 100 at 12:04:59 and 100 more at 12:05:00 sails straight through. Meanwhile the user who spent their quota at the top of the minute sits blocked for 59 seconds. Same limit. Completely different experience. The token bucket fixes it by never resetting. 100 tokens, one per request, refilled continuously at ~1.67/sec. Burst if you've saved up, then slow to the refill rate. No magical reset when the clock ticks over. And once you're on 20 servers, the counter can't live in memory — it lives in Redis, and you only ever store two values: how many tokens are left, and when that was last true. Stop thinking
