Condolences to the family, but the cop was going slow through the stop light, and his lights were on when he started. The stopped car from the jeeps direction likely blocked views for both of them. The department should be held liable, not the officer. Because they were forewarned of the issues that cruiser had.

Police are at fault because his lights went out. If they have problems with their vehicle, you take that vehicle and you take it out of use, meaning you send that car to either a third party dealer or an auto wreckers, because the problem will never be fixed. So tackling the cops are at fault because their lights went out.
