in my opinion the home owner should pay 50% and the construction workers should pay 50% as the home owner told them to cut through it but the workers should have double checked it.

1. A main feed cable wouldnโt be in a hedge. 2. Re-splicing the fibres or re-cabling wouldnโt cost 50 thousand. So no i dont need or want part 2

it's as simple as that. did the owner agree to put the cable there (usually he will get paid something for it) then he is responsible for not saying anything. if the cable is not supposed to be there, the cable company is at fault
