sometimes the construction have to use common sense, how can you use steels for side rails when you know the area your building on their is high crime? why didn't they use concrete or other methods for side rails?

The other day I was going to cliffys decide to use it .the minute I enter center felt dizzy I stated crawling i was just using my hands the more I crawling the worse it became I even closed my eyes the cars down running.the other guy come from opposite took my hand and lift me up. I will never forget .😳😳😏😏
