Personally think the only way to punish owners like this is to hurt them where it hurts, their pockets. Would have to give them unprecedented levels of fines, at least £1 billion upwards. Then allow teams to go after them in pursing lost prize money, commercial revenue etc. Then the only way they could afford to pay them is to essentially sell everything off. Players, youth talents, facilities. As a result of that they’ll end up falling down the leagues anyway

they broke the rules by 900 million so they should get anything from a 900 million to say 2 billion fine, a transfer ban over the next 5 years and the points deduction he's talking about here. basically enforce liquidation or back to back relegation due to lack of squad quality through players leaving and transfer bans
