I think book one is mainly gonna focus on Pavi and Nishas past while they find out what actually happened to Korra while trying to deal with the main threat by the end of book one people will have realized Korra wasn’t actually to blame then books 2 and 3 will focus more on Pavi mastering the elements while trying to reestablish world order
