My money is on Enobaria. You are right about Finnick, but there's no way Snow doesn't know that Finnick is his enemy, even without a rebellion, so there's no way in my mind that Snow would't let him walk out. And you are also right about Katniss, but Katniss only plays activly till Peeta is alive. If Peeta dies, she loses her motivation, dus its easier to take her out. Enobaria however is from a district Snow belives is loyal. Of course, 2 is only a loyalist because they have no other option, but still: he may let Enobaria win.

I think Katniss has taught herself to run off instinct. She gets to the cornucopia before Finnick and looks around but half the victors are on their marks looking in the water for predators. Her mind was an xfactor of its own.

Finnick undeniably, he has the fighting skills, survival skills that are especially great for that environment, very loved, and honestly isn't gonna do anything dumb like target the borderline helpless member of a group instead of someone capable and absolutely fumble a decent ambush
