By starting potatoes in cold water it allows them to cook evenly and prevents the outer edges becoming overcooked.

if there is no why, then it's just rubbish. there is no way of telling if a potato was boiled from cold water or if the water was hot or boiling.

apparently if u cook potatoes in cold water they cook from the inside out which is better. they cook the other way round with boiling water. no idea about veg but I always use boiling water to make it quicker
