And guess what? As soon as The Children of Thanos invaded at the beginning of Infinity War, Tony jumped into action immediately. He didn’t have to wait on the government to give him the ok, he probably spent years loosening the rules on the accords. Do u really think he was gonna sit still and let some old farts in the office tell him what to do? When has he ever done that? Even before he was Ironman, he was always giving Rhodey a hard time bc he refused to follow the rules. But instead Team Cap had to go into hiding for years and only ended finding out what was going on when they came back to the Avengers compound that TONY kept up and running.

exactly like what did even cap plans after they followed him? going around doing nothing, being fugitives can’t even help people anymore. The fact that pre-infinity war the world only have Ironman to protect them is enough to show us where the prioritize are.
