Finely chop the bell peppers, cilantro, potato, onion, garlic, and ginger. 2. Add the vegetables to the ground beef along with the tomato paste, spices, and flour. 3. Mix and knead everything well until the mixture is fully combined and holds together. 4. Cover and refrigerate for 1 hour. 5.
