Level 1 grievances always start with the campus administration. This will more than likely go up to a level 2- 4 grievance where it will be brought in front of the board and superintendent. You’ve already done a lot of the leg work, this is just the formal process

I'd go talk to an attorney and ask them about taking legal action against the entire ISD and Dr Lacey. This is just a 3 ring circus and nothing is going to happen to anyone, because they are investigating themselves and aren't going to find anything wrong with what they didn't do.
