The US wants an AI hotline with China. They already have hotlines. That's exactly the problem. Treasury Secretary Scott Bessent proposed a "notification mechanism" in New York on Sunday, so each country can warn the other when an AI incident threatens national security. It goes to the Trump-Xi summit this week. The logic is genuinely good. A Tsinghua professor told Al Jazeera: if an autonomous AI agent launches a cyber-operation, the immediate problem is attribution. Government? Non-state actor? Or a system acting beyond its boundaries? In a crisis, that uncertainty is the dangerous part. Note: that example is his, not the proposal's. Al Jazeera says "exactly what would trigger a notification has not been publicly revealed." Now the history. These two countries have had a military hotline since 2008, with 48 hours to respond. Per Al Jazeera: "US officials have complained that sometimes no one picks up." In 2023, after the US shot down a suspected Chinese surveillance balloon, the US Defense Secretary asked for a call. Beijing declined. Building the channel was never the hard part. Answering it during the exact incident it exists for is. And China hasn't agreed. Xinhua confirmed AI was discussed and wouldn't say whether Beijing accepted. A channel nobody answers still beats no channel. It's worth a lot less than the headline.
