I’m Somali and although it can be used to just name a person with west African features, it has and can be used in a derogatory way. Mainly by Somalis who think it’s okay to look down on them. It’s unfortunate but it’s true.

i feel like it depends on how it’s used. it can definitely be used in a negative way, as an insult for example, but it’s also used in a neutral way like as an adjective to describe coily hair.
