Jordan v. City of New London and the fact that those in power don't want anyone with critical thinking abilities, just follow orders. For that reason those in power and the THIN BLUE LINE protect the officer that violate citizens constitutional rights. Officers has no incentive to know the Constitution, no accountability, from their prospective the Constitution just makes their jobs harder.
