it's because if there's evacuation and quickly close it in the normal seat the handle will go to the other side and tray table will fall down but in the emergency it cannot happen

It is made this way so it won’t inadvertently fall when people are leaving the airplane during evacuation. This is often checked during SAFA inspections.
