I worked at the TTC for many years, and I've always said the TTC got out of the transit business a long time ago. It has become more of a PR and bureaucracy machine than an organization focused on moving people reliably.
I've watched the board meetings, I've seen the reports management gives them, and I've worked on the front lines. The gap between those three things can be enormous.
Too much of the organization is buried under red tape, bureaucracy, competing priorities, and layers of management. The board is often disconnected from what is actually happening on the street, while management can protect itself with metrics that look good on paper but don't reflect the rider's experience or the condition of the system.
When the measurements are wrong, the problems become easier to hide and harder to fix. Frontline workers and riders see the consequences every day, but the same problems keep repeating because the structure rarely changes.
The TTC needs to get back to its core purpose: safe, reliable, frequent transit. Maintenance, service reliability, safety, cleanliness, scheduling, and accountability should come before activism, unnecessary departments, PR exercises, and administrative growth.
It doesn't need another slogan or strategy document. It needs a serious restructuring around its basic function: moving people safely and reliably.
