On Sept 29, 2026, Trump and six AI companies (Google, Anthropic, Meta, OpenAI, xAI, Nvidia) signed the "White House Accord on Super Intelligence" at the White House. Asked if it's binding, Trump said: "I think it's morally binding." What the one-page text asks for: - Each company "should" set up four layers: internal controls, an internal team, an independent outside auditor, and a board committee that receives the reports. - The reports go to each company's own board. The text sets no penalty, no deadline and no public reporting, and gives no role to the government. - The last paragraph: "Over time, it may make sense to codify these steps into laws or regulations." - Five of the six signers also made the 2023 White House voluntary commitments. A 2025 study scored 16 companies on those: 53% follow-through on average. Microsoft and Amazon attended the lunch but didn't sign. Neither has said why (as of Oct 1, 2026). On the record: Meta's Mark Zuckerberg said "we drafted a set of principles and commitments" and called it "a start". Sen. Mark Warner (D-Va.) said it tells "the companies developing it to regulate themselves". One former FTC official has argued a broken public pledge could still be enforced under existing consumer-protection law.
