Govt should just stop chasing ghost 👻 and charge these people R10,000 a year for permits . Document them and give them a new category permit named Special Dispensation Residence Permit (SDRP) . Use the billions for 5 years to build border and cancel the permit application if they haven’t transferred to other categories. Once someone leave the country with the permit shouldn’t be allowed to return. The permit should only allow them to submit police clearance , proof of residency and passports then proof of payment. They can only be allowed to do Farm work, house help , gardens etc
