"huge fines" the whole point is this guy has unlimited wealth to spend on his hobby. slapping him with fines is just to make money off him not an actual punishment for his cheating crimes. the only way he will feel it is to punish the teams standing in the league but even then its meaningless to someone that rich and powerful.
