@matteo_il_pazzeo: Donald Trump announced that his administration will send $500 checks to about 1 million people for overpayments of the so-called Obamacare, just weeks before the midterms. Well, it’s true that Most of the checks are going to red state, there’s a technical reason for this. The bigger question is whether this is a true refund and what authority Trump has to decide.

The thing no one has ever been able to explain to me is how he’s able to do things that are not under his powers. If he orders the treasury to send checks that only congress is allowed to authorize, why are they sending them? If they don’t have the right approval signatures on them, how are they being processed?
